Dear Sirs and Madams!

Association of the Carpathian Euroregion Poland for the second time invites for the Alpine-Carpathian Cooperation Forum. This event, organized within the framework of the “Alpine-Carpathian Cooperation Bridge” project supported by a grant from Switzerland through the Swiss Contribution to the enlarged European Union, is an important element of the realization of the Carpathian Euroregion’s Development Strategy “Carpathian Horizon 2020”. The mission of the Carpathian Euroregion, which sounds: to build a common socio-economic space in the area of the Carpathians and is realized by using experiences of our foreign partners, in this case Swiss ones, requires providing all interested people, environments and institutions with possibilities of information, know-how and experience exchange. Creation of the system of cooperation in the Carpathians based on partnerships between public, private and non-governmental sector entities should be permanently supported. This system – a professional network of cooperation developed and coordinated by the Carpathian Euroregion for years – is the basis and support for the Macro-regional Strategy which is indispensable for the area of the Carpathians. The Association of the Carpathian Euroregion Poland joins initiatives which aim to prepare and approve such strategy at European level, using its experience, organizational capacity, professional resources, cooperation structures as well as enthusiasm and engagement of its stakeholders and partners. Our activities should be effectively promoted and touted, pointing the problem of significant marginalization of the Carpathians in development policies at all levels to regional, national and European authorities.

The Alpine-Carpathian Cooperation Forum is such activity!

The Alpine-Carpathian Cooperation Forum is also, apart from being an event promoting the potential of the Carpathians and the idea of Polish-Swiss and Alpine-Carpathian cooperation, a response to the need of know-how and innovations transfer in the field of mountain and border regions development reported by many environments engaged in socio-economic promotion of the Carpathians and the Podkarpackie Voivodeship. Therefore, the Forum, since its first edition, stays open for guests from outside the Alps and the Carpathians. We are convinced that active participation of European socio-economic partners in the form of exhibitors during the Fair accompanying the Forum or in panel discussion brings a vital impulse and greatly completes Swiss and Alpine scope of the undertaking. The Forum is a key element that reinforces the system of international connections and European partners that provides the Carpathian Euroregion and its partners with a know-how and experience transfer as well as, in a broad prospect, investments inflow, intensification of economic cooperation and realization of joint international programmes and projects.

The second edition of the Alpine-Carpathian Cooperation Forum is organized under an honorary patronage of Mr Johannes Hahn – EU Commissioner for Regional Policy. We consider it as an expression of the European Commission’s interest in the issues connected with the Carpathian area development. Furthermore, patronage and participation of the representatives of the Alpine Convention and the Carpathian Convention in the Forum underline a strategic importance of the cooperation between both mountain areas and gives the Euroregions’ activities an important pro-development meaning. The Forum, like last year, is accompanied by international Fair and interesting panel discussions as well as by lots of accompanying events like festive Gala of the Alpine-Carpathian Cooperation Forum which is under a banner “Beyond regions…”. Moreover, the “Carpathian Brand” Strategy elaborated in collaboration with the Institute of Tourism in Sierre in Switzerland is going to be presented for the first time. The Managing Board of the Association of the Carpathian Euroregion Poland and its partners apply the highest diligence to make the Alpine-Carpathian Cooperation Forum cyclically present in European calendar of influential events of a strategic political, social and economic importance becoming a leading event of this type in East-Central Europe in the future.

Expressions after the second edition of the „Alpine-Carpathian Cooperation Forum”

On the 7th and 8th of September 2013 in the Podpromie Hall in Rzeszów, the second edition of the international fair and conference event called “Alpine-Carpathian Cooperation Forum” organized by the Association of the Carpathian Euroregion Poland took place. The event was held within the framework of the “Alpine-Carpathian Cooperation Bridge” project supported by a grant from Switzerland through the Swiss Contribution to the enlarged European Union.

This year’s Forum was organized under a banner: „THE ALPS – THE CARPATHIANS. MOUNTAIN ENERGY” and its main goal was to present potential and values of the Carpathian Euroregion. Broadly understood energy made it possible to show various sides of the Carpathians and the Alps. Thanks to such approach, many companies, organizations and institutions representing alternative energy, IT, innovative technologies as well as tourism, regional, traditional and ecological products. We also hosted business environment institutions, local administrative units, cultural institutions. Big diversity of exhibition stands was a great advantage of the fair, thanks to which each visitor and participant was able to find a thing of its interest. Thanks to inviting the organizations representing Alpine area as well as other parts of Europe, the Forum was a place where new contacts were established, new relations were created, knowledge and experiences were exchanged.

The Cooperation Forum was connected with the first edition of the „Alpine-Carpathian Forum of Tourism Innovations”, which was organized by the Association of the Carpathian Euroregion Poland, and the next edition of Polish-Slovak tourism fair called “Cross-border Forum of Eco-tourism” initiated by Rzeszów Regional Development Agency. In total, about 140 exhibitors presented themselves representing 11 European countries: Poland, Slovak Republic, Ukraine, Romania, Switzerland, Austria, Italy, Catalonia, Sweden, Bulgaria and Belarus.

Extremely important component of the Alpine-Carpathian Cooperation Forum were discussion panels with participation of experts from all over the Europe, related to regional development, European policy, cross-border cooperation and tourism.

PANEL I – EUROPEAN POLITICAL AND ECONOMY COOPERATION FOR ALPINE AND CARPATHIAN
For which reasons the area of Alpine develops faster, comprehensively uses its resources? Are there really the differences in socio-economic level of development of alpine and Carpathian countries and its different past in drastic way determinates development point above geographical regions? What role in supporting the development of those regions plays cooperation between countries, regions and the rest of socio-economical actress? How does the effectiveness of the promotion of the Alps as a great international brand? On these questions sought to answer: Mr. Marek Kuchciński (Deputy Speaker of Polish Sejm, Mr. Bogdan Rzońca (Member of the Polish Sejm), Mr. Tomasz Poręba (Member of European Parliament) , JE Markijan Malskyj (Extraordinary and Plenipotentiary Ambassador of Ukraine), JE Marjan Šetinc ) Extraordinary and Plenipotentiary Ambassador of Republic in Slovakia on Poland), Mr. Yaroslav Dubnevych (Member of Verkovna Council of Ukraine), Mr. Piere Carlo Sandei (representing the UNEP Regional Office in Vienna – Austria) and Mr. Alfonso Alcolea Martinez ( Administrator of the EGTC and territorial cooperation of Committee of the Region in EU – Belgium.
In framework of the I Panel politicians, diplomats and representatives of local authorities discuss about the political and economic cooperation on the Alpine and Carpathian area. In addition to the fundamental differences in the level of socio-economic development, the reason of the discussion were also absolutely different supporting level of those regions from European Union, governments and local authorities of those two lands. Prosperity of Alpine is in contrast with backward of Carpathian. In the other way this authenticity of Carpathian area could be a development trump. During the discussion participants were wondering what they should do to make up for development distance between Carpathian and Alpine and in which way encourage the European Union to award a proper support for Carpathian territory.

PANEL II – LOCAL AND UNDERREGIONAL INICIATIVE OF TERITORIAL COOPERATION IN ALPINE AND IN CARPATHIAN
What is the condition of dismisses predevelopment initiatives in various parts of Europe, with particularly consideration of Carpathian and alpine regions? Do the government, regional and local authorities support and use property the cooperation with those organizations for the socio-economic development? What is the coordination system of actions between social partners and authorities? Does the activity of this type of organizations influence in determination of development aims of Alpine and Carpathian regions? Do they take part in programmatic and implementation of development strategy process? What is the role of this type of initiatives in socio-economic life? Above these issues debated: Mr. Stanisław Ożóg (Member of the Polish Sejm), Mr. Paolo Petiziol (president of Mitteleuropa Associazione Culturale in Italy), Mr. Antonio Zambon(representing communities network “Alliance in the Alps”-Italy, Mr. Jens Gabbe (chairperson Advisory Board of the Association of European Border Regions- Germany), Mr. Davide Donati (the head of the Brussels office of the Cabinet of the President of the Government Department of the Region of Piedmont, pan Michael Meyer (Member of the board of Ecological Tourism in Europe –Germany), Mr.Jaroslaw Štefek (Director of Agency of the Regional Development of Glacensis Euroregion-Czech Republic), Mr. Volodymyr Horbovyy (President of the Association of Local Governments "Carpathian Euroregion-Ukraine”). In the framework of this panel the participants were wondering about the role of local, regional and transregional, grassroots initiatives in development policy realize on the alpine and Carpathian areas. The keys seems to be an attempt to determine the impact of this type, mainly non-governmental initiatives determined by regional, national and European social and economic objectives of both areas. An important element of the discussion during the panel was comparison of cooperation models between public, private and non-governmental sectors on the territory of Alpine an Carpathians. Experiences of the foreign partners in the use for EU programs and other helpful instruments are also important. The panel was finished with recommendations for the area of Carpathian to further development of cooperation structures.

PANEL III – TOURISM IN EUROPE: BETWEEN TRADITION AND INNOVATION
Carpathian Euroregion and Carpathians are a huge tourism potential, which should be treated in a category of development chances. But do potential stakeholders - regional and local government, business tourism industry, tourist organizations are adequately prepared for the challenge? How to combine the potential of the unique environment and rich cultural heritage? How to use the technical achievements and skillfully implement the innovation solutions? What to do to created by the Carpathian Euroregion "Brand Carpathian" took a chance on a successful presence on the European and global markets? How to break the problems by the ability to cooperation of institutions and environments connected with tourism in Carpathian? Do the foreign experiences (especially Swiss) can be useful in this undertaking? These questions were answered by: Mr. Eric Jakob (The Swiss Governmental of State Secretariat for Economic Affairs - Switzerland), Mr. Ph. D.Prof. Andrey Terebukh (Tourism Departament at University of Lviv- Ukraine), Mr. Peter Niederer (representative of SAB Association -Switzerland), Mr.Juli Carbo Muulet (President of Catalunya-Poland Association - Catalonia), Mr. Sten Lundin (Swedish Dalavarna Region- Sweden) and Mr. Robert Łętowski ( president of "Green Beskid" Local Tourism Organization). Experts debated about chances and threats for the tourism development in Carpathian. The main slogan was the innovation and tradition as a growth poles for tourism. European experiences will be compared in this scope. Experts with participants of the panel wondered how the international cooperation in the Carpathian promotion range can ultimately affect the commercial success of "Carpathian Brand". On the panel were also discussed a optimal scenarios for the tourism development in Carpathian based on experiences -especially Swiss.In summary, the participants in the form of recommendations defined the optimal scenarios for the development of tourism in the Carpathians.

The Forum was embellished with numerous artistic shows, tastings of regional products, workshops and culinary shows. We would like to express our gratitude for all exhibitors, experts and guests for active participation. We are also inviting you to a cooperation at the occasion of the next year’s, third edition of the Alpine-Carpathian Cooperation Forum.
