PANEL DISCUSSIONS

PANEL I „CARPATHIANS - ALPES - PYRENEES - EUROPE - THE FUTURE OF TERRITORIAL COOPERATION AND THE PROSPECTS FOR CROSS-BORDER STRUCTURES IN EUROPE AFTER 2013”

Part I – Politics
This part of the panel was a political debate concerning extensive issues related to the future of the European Union and the development of European regions. In this context, the leitmotiv focused on the capacity of regional actors to create a pro-development coalition and the creation of extensive trans-european and cross-sectoral partnerships for the development. During the debate it took place an exchange of views on the vision of cross-border development and the role of national and regional economies in shaping the developmental trends in peripheral areas in Europe. The discussion included experience of the "old" European Union countries, new Member States, a new member of the European Union (Croatia) and the Ukraine as a partner country. Panelists presented their opinions, they also referred to the policy of the countries that they represented in terms of regional development and European integration.

Part II – Regional development
The second part of the panel  wass a discussion of experts and practitioners connected with both the regional development and the initiatives and structures management at the international level. Participants of the debate shared their experiences and talked about the optimal use of the cross-border location of the regions for their cooperation and development. There was be a discussion about specific examples of international initiatives related to the Carpathians and the Alps and there were presented some operation effects of the European programs and the trends and directions of the economic cooperation development. Panelists reflected on the optimal choice of tools and mechanisms to support development processes in the border areas.

PANEL II "THE SWISS WAY TO SUCCESS - ANALOGIES - DIFFERENCES - CONDITIONS - RECOMMENDATIONS FOR THE CARPATHIANS DEVELOPMENT"

Not being a territorial giant it is a global economic power. With the help of the Swiss Confederation within the Swiss - Polish Programme of Cooperation, Polish companies had the opportunity to implement various projects some of which enabled to establish cooperation with the Swiss partners. The Carpathian Euroregion treated it as a chance. In this panel we wanted to acquaint you with opinions related to the Swiss economy and society. A country which has such a strong position in Europe and in the world boasts many original constitutional and economic solutions. Let's look at them. Let’s consider how much of this rich output can be useful for the Carpathian countries and how much for the Carpathian Euroregion – arising the common socio-economic area in the Central-Eastern Europe.

III PANEL - "RECYCLE,MUNICIPAL ECONOMY, ALTERNATIVE ENERGY –EXPERIENCES FROM CARPATHIANS, ALPS AND PYRENEES"

Territorial community, managed in a modern way, has the same meaning for the future of local government in the Carpathians, the Alps or the Pyrenees. Issues related to the eco-friendly municipal economy become important not only in light of the requirements for the Member States from the European Union, they are also essential from the point of view of the economy on a local level and increasingly in connection with constantly increasing “environmental awareness” and the responsibility of European citizens. Is in a relatively clean area, which is the area of the Carpathian Euroregion, have apply innovative solutions on this field? Which way to follow? Whose experiences are best suited to our capabilities? How good experiences from Europe and all over the World can impact the environment around us? In this panel we tried to touch these topics.

IV PANEL- “TOURISM, ECOLOGICAL TRADITIONAL AND REGIONAL PRODUCTS”- COMPARISON OF MARKETS ORGANIZATION SYSTEMS IN THE CARPATHIANS AND ALPS”

The Carpathian Euroregion like many other areas of cross-border in Europe is defined by two, it might seem contradictory qualities - on the one hand, geographical region - the Carpathian Mountains are the connecting factor this area, on the other, each party holds a national profile for their own cultural. Despite the similarities, we can talk about the diversity of the "Carpathian culture". This is a huge asset. Assuming that the common value - the Carpathians and the cultural heritage of the inhabitants of the Carpathian Mountains are the most valuable in scoper of what nature and civilization can offer to us, the main task of the structures of the Carpathian Euroregion and its shareholders is to create a system for the use of these resources for socio - economic development. This issue is in intimately linked to the tourism industry and with the way in which it is managed. Therefore, the Association of the Carpathian Euroregion Poland has taken the task to develop, launch and develop " Carpathian Brand". In this project we are supported by a world-class experts from the Tourism Institute in Sierre in Switzerland. In the fourth panel discussion we touched the topics related to the relationship between tourism and the organization of markets for ecological, traditional and regional products, which effectively integrated to the future offer of 'Brands Carpathian’ is one of the conditions for the success.
